Proposed SWSFC byelaw rejected by the Committee in 2005

1. Area of restricted fishing
No person shall, fish for, take or remove any sea fish from any part of the Skomer Marine Nature Reserve;
except for:

That area to the north east of MNR where fishing using only hook and line shall be allowed.
The use of pots by a permit carrying “historical user” (has regularly fished during 4 out of the 5 years 2000-2004).

2. Permits
To qualify for an annual permit the holder:

Can fish up to a certain number of pots based on the number they had fished during the five years of the qualifying period.   The number would be reduced by 5% per annum to a minimum of 50% of that initial limit or 50 pots, whichever is the highest.

Skomer MNR experimental zones, the extent of which shall not exceed 10% of the area of the Skomer Marine Nature Reserve, are not to be fished.

Annual permits will not be issued to a historic user if they cease to fish in the Marine Nature Reserve Area for a period of 2 or more calendar years.

No permits will be issued after 10 years following the date of confirmation of this byelaw.
